The Child Welfare Allocation Committee (CWAC) was created by the General Assembly of the State of Colorado to provide input to the Executive Director of Human Services relative to the development of an equitable model for allocation of the Child Welfare Service Block Allocation to the counties.

 

In addition, the CWAC is obliged to annually review and revise the allocation formula as necessary to reflect the changes in cost of delivery of services, caseload and population, and any other county or state dynamics and make recommendations to the Executive Director.

Funding Sources

Funding for Child Welfare Services is complex including both State and Federal Funding Sources. The vast majority of funding that comes to DCW goes to county child welfare agencies, and this is also where the majority of direct services to children and families are provided.

Title IV-E

The purpose of the Title IV-E Foster Care program is to help states provide proper care for eligible children who need placement outside their homes, in a foster family home or an institution; and to provide ongoing assistance to eligible children with special needs receiving adoption subsidies. 

Kinship

Supporting families and kin who are willing to care for children or youth who are at risk of entering foster care is crucial for promoting timely reunification, minimizing disruption, and preventing  prolonged involvement in the child welfare system.
